Iowa’s panel review has been released by the U.S. Department of Education for it’s Race to the Top application. It’s no secret that Iowa ended up with a ranking of 24 out of 41 applications. So what does 24th place look like? What points were available in each section of the application and what was the average score of the five panelists who reviewed the application?
